Yes. Data sovereignty is achieved as data providers remain at all times in control of their own data, as they do not have to upload it to central repositories. The data remains safe on the providers' server.
As for sharing the data, the LDS allows the data participants to choose whether they want to share their data with particular profiles of organisations. Granular access controls in the connector layer allow a dataset owner to restrict visibility by territory, sector or organisational type.
