No. The data itself is not saved directly in the LDS, but on the providers' premises. The only way to access the data is to send a request to the data provider and accept the corresponding licence conditions.
It is the data providers who decide who to trade or exchange data with and the conditions to apply. They can choose among several licence models and offer the data free of charge or for a fee.
